THe 2-tones on Point to Point are used for Severe Weather primarily but I have heard them being used from time to time to indicate an Amber Alert. They are also used prior to the "Extend Test." Basically they set them off, and call each county agency in their district. I think there have been some other threads here in the past talking about the "Extend Test."
