Hi:
If you are trying to program Parke County, the County Fire and Sheriff as well as ISP agencies are all digital. The "D" in the mode column denotes this. Even though County Fire lists "A" for analog, I don't believe that they use them. You have an analog scanner so will not be able to receive digital talkgroups. Sorry.

You will still be able to scan the analog talkgroups on SAFE-T even though you have an analog trunk-tracking scanner. That includes the Mutual Aid TGs as well as INDOT and several other state agencies that are still using analog.

Good news, though....the Radio Shack (or Shack I guess it is now) PRO-106 just went on sale. Sale price is 379, reg 499, not cheap, but worth every penny. With that scanner, you will be able to hear digital and analog talkgroups on SAFE-T as well as conventional frequencies. The Terre Haute mall store usually has them in stock. Brazil may have them in stock, I dont know. It not only supports digital, but supports rebanding as well, so whenever that comes to SAFE-T in this area you will be ready.

Scanners - Phones & Radio Communications - RadioShack.com

Alternatively you can get a used PRO-96 (supports digital and rebanding) on eBay for about 225-250. But IMHO not nearly as good as the 106.

BTW I have no monetary interest in Radio Shack.
