According to what I saw on the ULS application the 460.3675/465.3675 might be used a a Repeater for the Jail Division and the 2473.0Mhz looks like it might be a MDT freq for there in car computers.the 460.3675 would not be a Wifi.460.025/465.025 repeater pair was used in Boone County for there Jail before they went to Safe-t so they only way to prove this is to have someone in Johnson County listen and post what they hear.Maybe NascarGrant can share infomation with us on this as he keeps a ear on what is going on on Johnson County.

I think part of the answer is in the emission types. 2473.0 is2M44W9D, might even include SSTV. 460.3625 is 9K30F1D and 465.3625 is 11K0F3E(FM voice). Also, these are MO, where might the receivers be and what freq would these MOs receive, if any.

Jail is on SAFE-T, first analog voice, now digital voice. So it's not for Jail. IIRC the Juvenile Detention Center used or uses UHF, so it might be theirs.

From other licenses, I will go with this for 2473.0 : "VIDEO LINK FOR REMOTE BOMB ROBOT USED BY S.O. FOR PUBLIC SAFETY & TO DIFFUSE TERRORIST THREATS FOR HOMELAND SECURITY"

MDTs are on 800 someplace. They have two 800 MHz Antenex Phantoms on their cars. One is for the mobile radio or Convert-a-Com. The other is for the MDT.

I think nascargrant is right coupled with what dfoutch said, they are probably for the bomb squad.

I can't confirm anything, but I'm almost 99% sure they are new frequencies for the Bomb Team.
I will keep monitoring, and post anything I find or hear.

Some times in the 2473 freq range they use that for mobile tracking device they will put that on drug dealers cars and use it for short range tracking Hamilton County late night on the EDACS you will hear on DET TG track drug dealers and talk about the tracking devices not to say that is what this is but a possibility and MDTS are in the 800 some UHF stuff is either old jail or DET ops and Bomb Robos it will give us somthing else to listen to. Side note almost all depts have this freq range in the 24 to 42 range way up there in freqs
