Wayne County seeks a FCC waiver to operate analog voice communications on 173.210, using 20K0F3E emissions designator. The FCC raised a couple of concerns of using a location 1 of 24kmra designation, versus "limits to within the county border", and the use of a 20K0F3E instead of a 12K5F3E narrowbanding mandate.The frequency 173.210 is usually restricted to digital telemetery.

Good read and good find. I know they heavily use SAFE-T. When I've been there it sounded like they were on it full time. I suppose there must be some serious SAFE-T dead spots throughout the County.
