Default City code lingo?

So I'm new to this site and community ... I finally bought a scanner and have been enjoying a lot of channels .... I know this is a long shot ... but how do I figure out the scanner lingo ?
I found this page for the city where i live ----- > Indiana Police Radio 10 Codes - ScanMuncie.com
but when I listen to Delaware county Indiana .. they always say these codes ... I have figured out 94-* is Eaton Indiana .. but there is a lot of 90 somethings ... Is there a way to find out what 90 whatever is what town in Delaware county Indiana ???

Has anyone got a list for Indiana? Let me start with this one. SOR ( statement of release) for accident victims who refuse medical treatment or transport to hospital.
