Default Ft. Wayne & Allen Co. PD to encrypt all frequencies

Statement as issued Tuesday by the Fort Wayne Police Department:

When: Tuesday, February 4, 2014

Time:8:00 a.m.

Please be advised that with the new City/County radio communications system becoming operational soon, citizens that have enjoyed listening to public safety radio traffic by means of scanners and/or software applications will no longer be capable of monitoring those radio communications as of 8:00 a.m. Tuesday, February 4th.

As a recommendation by the Department of Homeland Security, emphasis was placed on public safety agencies across the country to restrict their radio traffic to those with a need to monitor basis. All radio communications will be encrypted rendering scanners and/or software applications incapable of monitoring City or County radio traffic.

The City and County fully understand the popularity of citizens being able to monitor radio traffic but as the ever increasing need to protect public safety operations and to ensure the safety of our communities it became paramount this feature be fully utilized.

I... I don't really know what I'm going to listen to in the car now. A lot of SAFE-T I guess. Maybe we'll get lucky and the implementation will flop (no offense, AC Radio Shop).

Edit: Actually, I knew something was up. I saw a lot of the ACPD RIDs were new after the holiday. Many were in the 26000 range but are now 30000 or higher. Shucks.

I would start searching for a new P25 control channel in the Fort Wayne area on the 700/800 MHz band.

Ok, some of this may be incorrect because it is so new, but here it goes anyway. The system switched over with to the "new system." The radio shop calls it the 597 system. Apparently a now former voice channel (853.7625) on the 8402 system is now the control channel for the 0597h-0101 system. All fire, Traa, Airport, FWPD, ACPD users are now on this new system. Unitrunker says it is an APCO-25 control channel. I believe I have actually seen this control a little while ago because I confused it with the Ohio MARCS system because it was the only thing nearby broadcasting an APCO-25 control channel. All the talkgroup id's are in the low numbers, i.e. I've seen 109 and a few in the 2200's. And as expected, all traffic is encrypted.

Also, if you park on the Control Channel, what WACN is displayed?

I'm wondering if they did the "typical" migration method of old Motorola talkgroups to P-25 talkgroups by taking the existing Motorola ones and dividing by 16...

That would explain the 2200's (TRRA talkgroups).

Also, is the "old Motorola" system still operational and transmitting a control channel???

Yes the old "system" is still transmitting a control channel. The system is only showing radio's joining and logging out. I did hear a radio shop guy say that the last part of the switch was pulling three quantars. Shortly after the switch, the jail was apparently hearing New Haven PD, so they were told to continue using the 8402 system until they could figure it out. Modulation is C4FM. And the frequencies are:

853.7625c

I found it interesting that a ton of ACPD officers were complaining that their radios wouldn't work because they had scan toggled on but there was no scan list programmed into their radios for the 597 system.

I've got a dsd+ recording of the last two and a half to three hours of traffic (compressed into an hour) on the old system if anyone is interested. It's about 110mb wav.

Default For Wayne in Allen County new system

Has anyone picked up in a non-encrypted audio particularly fire and EMS and would it do me any good to program it into the BC 780 D

I've programmed the new system in and it shows every talkgroup is encrypted included Ft Wayne Fire and TRAA.
