pappy 1 you are in Central Arkanasas and not in Indianapolis,Indiana anbd you do not know what is going here in the local area.Who received a citation? What has this get to do with the matter at hand.This is a Indianapolis,Indiana issue not a State of Arkansas issue.Thank You
