Mobile Repeaters?

I got to thinking about a suitcase repeater....and i see that there is one that puts out 30 watts, i think it's a motorola, But when you are licensed for say 460.xxxx and your mobile repeater is pumping 20 watts out, will it cause local interference with the other repeaters?
I guess what i am really trying to say is;

is there a special license or set of frequencies assigned to mobile repeaters?
can you just go where you want and transmit not knowing if your causing harmful interferece?

The FCC does not care if they are "Portable", they have to meet all the requirements of any other licensed repeater.

Like N jay said,they have to be licensed. And besides if the mobile rptr.transmits at 30 watts you WILL have a de-sense issue with your main radio so irregardless for your reason to think you need one typically mobile repeaters are low power in most cases 1-2 watts. They only need enough rf to tranmit to your portable and no more.
