Why LTE will replace LMR for public safety - Urgent Communications article

So, I read this article and I am having a hard time understanding it. Is LTE for public safety similar to the TETRA network where as the units are basically like cell phone with a PTT-Talkgroup feature?

So all of the public safety in the USA will eventually be on cellular networks for their radio communication systems?

Thanks for that link! This addressed concerns I had (concerning the use of commercial-type broadband networks for mission critical public safety uses), also, and did so in a very well written and concise form.
