I am working on rebuilding a system that depends on VHF telemetry (Federal Signal MSK) over a large area with a total of 21 FXOs. Sadly most public safety pool frequencies for primary FXO are limited to 20 watts ERP and 50' AGL antenna height and this just doesn't cut it for our application.
After taking some time studying §90.238 and §90.20, it appears to me that 173.20375 is somewhat uniquely exempt from the ERP and AGL restrictions and limited only by a restriction to not more than 50 watts transmitter output (no ERP restriction) and no antenna height restriction.
I'm just looking for some peer review feedback on this interpretation before I turn it in for coordination.
