Default Calculation of the BER estimate and also the Test-Time estimate

Referencing the following document, I would like to know if anyone knows how they did the calculation on page 7(last page). How did they get the BER estimate and also the Test-Time estimate?

I would suggest contacting the authors directly. I discovered that finding BSEE'S that were also expert in statistics was difficult. There might be a math newsgroup that would be helpful . I too am interested in the methods used to determine these types of relationships.
