Default Independence, KS Police on KSICS?

I received a message from a scanner listener in Independence, KS. He says the analog radio channels have gone silent. However, he is not hearing anything on the local KSICS TRS. Anyone have a clue as to where the PD may have migrated to?

File Number 0003379670 Radio Service PW - Public Safety Pool, Conventional
Call Sign WQHB485 Application Status Q - Accepted
Purpose of Submission S - Construction Requirement

Call Sign Location Frequency Date Of Construction
WQHB485 1 000155.56500000 01/15/2008
WQHB485 2 000159.06000000 01/15/2008

ULS shows a construction permit for the City of Independence KS thru Washington Electronics back in January thru March. Looks like they just jumped frequencies a little, 155.565 and 159.060 are what is listed. I very rarely get over that direction anymore but maybe someone else can check it out. Here's the ULS license listing...
