Default Independence PD Dispatch

I was going through Kansas today and I was listening to Independence PD on 155.5650 when I would hear the dispatcher call a unit and then when they responded she would say switch to scrambled and then the conversation would resume on the same freq. but garbled. Do they do this all the time? Why not just stay on scrambled mode all the time? She did this like 2-3 times as I went by town in about 20 mins.

They probably don't stay on it because if it's anything like ours, it's a pain. Units would be cutting themselves off all of the time, since you have to key up 3-4 seconds before you start talking. Also, would not be able to scan because the radio's have to receive a "sync" data burst from the radio transmitting or they will not de-scramble the radio traffic.

Parsons Kansas does that and our Labette County sheriff does it, too- too much!

2 different systems- one sounds like broken squelch and the other must be voice inversion.
