Scramble Channels
This may be a long shot, but i was wondering if there is a way that you can get past, listening from a scanner, those scramble channels that some SO's or PD's have to distort their traffic.

If they transmit in the clear with a pl or dpl, then simply program their tone in your radio. encryption many times is not transmitted with a tone,so you wouldn't hear the noise when they go to encryption.

That doesn't work for voice inversion scramble though.

Lot of places are using rolling or hopping code scrambling. Have yet to hear of anybody that can "decode" them.

Sure there is! "N"o "S"uch "A"gency..... .... and probably DHS. Amazing what you can do with a few IBM Roadrunners or Blue Gene supercomputers in the sub-basement of you office...... but then again, they probably have all the keys anyway (anybody remember "Key Escrow"????

I think the last few posters are misunderstanding the OP's question.

To KHP...If the agency your refering to is using "securenet" for encryption, then entering the 152dpl should mute the noise. I'm suggesting this because of a local pd that uses the same encryption standard, and it's tone of 146.2pl is not transmitted when code is on.
Now if it's single inversion scrambling as mentioned, then maybe a DNE (don noble electronics) decoder would work nicely if installed in to a external speaker.
I've had a DNE for years,I use it to decode some of the bubble pak radios that have the scramble feature.

it's a local pd that is using it, i didn't know if there was just a different frequency to use that would decode it or not...there not a large department and not all the units have the ability to use it so i didn't know how hard or easy it would be.

IF it sounds sort of like donald duck when they transmit, then you can decode it...but NOT legally.
IF it sounds like you have your squelch open without a signal, when they transmit(white noise) then good luck with that! Be happy with what you are able to hear in the clear! No pun intended.

That's a good duck...er,um I mean thing! This means they can be decoded by installing a device which re-inverts the speech back to it's original form and removes the null tone.
