Default PV LW iCall oddity.

It's been awhile since I have listened to PV and LW. This morning and now this afternoon patrol units on Leawood calling into LW South Tower PD Dispatch would also show up as an iCall on the North PV tower. From the traffic it did not sound as if the operator was programing another radio for private conversation; it was patrol unit to dispatch traffic. Is this normal?

There are a couple agencies that are out there patching to the ICALL channel. I have been told that it is being frowned on because it is one of the channels that are never supposed to be patched to anything.
