I came across this site in the FCC Grant's List:
GE WQQJ603

[EMERGENCY COMMUNICATIONS ESSENTIAL TO PUBLIC SAFETY ACTIVITIES OF THE APPLICANT]
Control Point 1 - 700 SW HARRISON, TOPEKA KS 785-296-3661

It looked a kind of strange, so I checked the 851.2875 frequency for Kansas and found this license issued in November 2012:
WQJK915 (KANSAS, STATE OF) FCC Callsign Details
Unless I am really blind (it is Monday)- I don't see this site listed in the KSICS database anywhere. Is this another gap filler site like they have south of Ark City on US 77?
What is also interesting is that the 851.2875 and 863.4875 freqs are not regularly used in the KSICS freq plan. This is the only place in the state that KDOT has them licensed.
Any ideas?
