if i buy a radio shack pro 106 will this scanner still work in wichita kansas since there is no digital yet ?

It looks like a motorola type II system so it should work just fine.

My PRO106 works very well in Wichita.

When you take the 106 out of box, insert 4 fresh batts, turn scanner on,.

Then press
FUNC
PGM
F1 (Load)
Down arrow 8 times
F3 (Load)
F1 (YES)
Wait for beep
SCAN and wait for reboot
1 (disabling scanlist 01)
FUNC
4 (enabling scanlist 14)

You're now scanning WichitaSedgwick.
