Last I knew it was the FEDERAL Communications Commission. Their license is valid (except for a few UHF and 900 Mhz frequencies up near the Canadian border) anywhere they are. Only fixed base transmitters are licensed out of a specific physical location specified in the license. The vehicles radios are licensed as MOBILE units and are not site specific. I have a ham radio license, issued by the same bureau of the FCC, and even though it lists my home address as the primary site, the license is valid anywhere I go in the United States. With reciprocal agreements I can even use it in numerous foreign countries.
As long as they identify at least every half hour while using the radios and at the end of a session, I believe they are well within the rules....
