Default KYEM/KYNG System

This is a P-25 system replacing the old analog system used by Kentucky Emergency Management and Kentucky National Guard. This system has at least 27 frequencies... with numerous NACs associated with each of these freqs, possibly to assign level of use, region of use, etc (this is still to be determined by Kentucky Scannists)... Some rr.commers have begun to decipher the NACs and frequencies and submit them, I am keeping a spreadsheet with the results linked thru the Ky Emergency Management /Ky National Guard page in the data base.... the spreadsheet will be updated as new information becomes available, the date at the end of the text block is the latest revision date. When submitting NACs plz include the frequency and if possible some kind of description of who is talking--for example, EM 53 is an Area Director, is he talking to Frankfort or is he talking to a County Level coordinator.... this is an effort to determine if the NACs represent regions or level of use, etc....

Good Idea, this is a very complicated system
I get an error when trying to access the NAC page under the KYEM/NG page

The updated files will be posted here rather than in the data base text box.... it should be easier to keep up with here, and it stays in the rr.com domain! And it will bump this thread to the top when new info is here.... until we get a solid handle on how this system is set-up there will be no new NACs added to the data base to reduce clutter and confusion.... Please submit them as normal, but understand they will only appear on the spread sheet until the thing is more concrete. A "pro" scannist recommended that the freqs scanned without NACs in order to search them out more effectively.

Here's the latest list of NACs (dtd: 05112009), with some notes regarding POSSIBLE uses....
previous versions are removed from the attachments mine so only the latest is in circulation....

Updated spreadsheet is attached (dtd: 05122009).... there have been a few additions to this one... there are four columns to the left of the freq to indicate use--comms to Frankfort, within the Emergency Management Area or in the Field... The next column is an asterisk to indicate the freq is confirmed (that's just for my edification in case we have freqs listed that are "near-misses")... After the Freq column are the various NACs monitored thus far... in the NAC column is Clr (Clear) and/or Enc (Encrypted) to indicate how the Freq/NAC pair has been monitored/used... We thought the NACs made sense yesterday until there were comms to Frankfort on NACs that we thought were for "local" use... There are monitors in the Central Kentucky Area listening, but we need folks outside of Emergency Management Areas 6, 12 and 13 with scanners that will decode NACs to listen.... If you can spare a few slots plug in the freqs and listen, best time is during the morning radio checks (0730 to 0800).... note the freq and NAC, whether it is Clr or Enc and whether it sounds like the Area Office traffic to Frankfort, intra-area traffic or "on scene".... submit the info as normal, I'll add the freqs to the data base, but the NACs will only appear in the spread sheet until we get a handle on how they relate to the various freqs... 139.0625 has NAC 061; I was in Madison Indiana today and heard this one loud and clear and also with encryption. Not sure, could have been air to ground traffic.

When I get a chance, I am going to use my mapping software and do some distance circles 10, 15, 20 miles to see where the base might be.

That should be interesting.... some of the freqs appear to be used in tandem akin to the KSP System (numerous freqs in a multi-cast set-up) which actually would make a great deal of sense given the topography of the Commonwealth...

David, that would be awesome.... Adding another set of ears in a different part of the state will be really helpful to the effort! There will be an updated spreadsheet posted later this evening with the current theory....

The current attachment (dtd: 05162009) reflects what has been conjured thus far; as always, new info can be sent to my email or thru the submission engine for freqs/NACs but they won't be reflected in the data base until this thing has been put to bed.....

As noted in the KYEM/KYNG Data Base Text, this system has nearly three dozen frequencies... at this point (20090516) this appears to be a multi-cast system similar to the Kentucky State Police system with numerous primary and secondary freqs AND additional "In Area/Local" freqs as well. There appear to be numerous NACs associated with each of these freqs, possibly to assign level of use, region of use, users, etc (this is still to be determined by Kentucky Scannists). Patching is possible between Areas/Users, etc. Once the system is more concretely mapped changes will be made to the data base to reflect what has been discerned (and to reduce clutter). A "pro" scannist has recommended that the freqs be scanned without NACs in order to search them out more effectively. [20]

142.8875 NAC 293

Also two possibles, 138.4250 & 142.9125

139.9750 & 139.2125 related, same area multicast?

Thanx alphabravo1... I'll add them in a few minutes (took a plane ride Monday, dealing with a little vertigo so I am behind a couple of days on stuff).... could you tell if they were talking in the area, to FFT or locally; in the clear or encrypted? And if they were KYNG or KYEM.....

142.8875 NAC 293 I believe NG from tactical Id's and in the clear, a little Encryption.
The other two I have in my notes as unknown... but this was before I started following this system. Where I'm located IN-ANG also uses these frequencies for Air to Air and being in the middle I receive both.. the Pro-106 defaults to AM when using Auto mod, takes a minute to click it over to NFM

I think it was unit to unit traffic, not sure though, I had four radios going and trying to correlate usage for multicasting.

We're making progress... today's sheet includes color denoting freqs that appear to be paired. This system appears to be multicast (like KSP) but with fewer freqs. Still trying to pinpoint the significance of the different NACs and if/how the two users (EM and NG) freqs are assigned [15]...

I have a favor to ask.... we're getting closer on the KYEM/KYNG System but need some help, especially in East and West Kentucky. Anyone who can spare some slots in a digital scanner, preferably one that will decode NACs, plz load the freqs from the latest spread sheet in this thread (see Post #19) into your scanner.... What is needed: freqs that are active with NACs, who is talking to whom and whether it is local or to FFT.... Also, which freqs (and NACs) are carrying the same conversation, any names given to the freqs in use and whether the conversation is in the clear or encrypted.... Possibly there is some kind of activity in the Ken Lake area this weekend so it could be a good time to grab some info....
