The new KY FBI headquarters is opening next week in Louisville.
Migth be some interesting radio traffic related to it or in testing of communications.

And yes, though sometimes they forget to turn it on or one side is in the clear.

The FBI is mostly encrypted, some agencies are not, that is why you scan and listen.
