Jail Traffic ???

Hi Group, I live in Dyer Co. TN and travel to Obion Co. TN very often. I have been hearing traffic on 154.77 PL tone 100.0 that sounds like jail traffic. According to the database this freq. is licensed to the THP. I was wondering if the traffic I have been hearing was the jail in either in Fulton or Hickman County ???
