Default Owensboro PD problem

Hey everyone, i have a Radioshack PRO-528 and i put all the freq in for the opd using the ARC433 software, and I am not hearing anything, anyone know anything that I may be doing wrond? I would greatly appreciate the help, thanks so much!!!

I noticed that since rebanding I cannot receive them from my home in Evansville anymore. Yesterday I drove to Owensboro with my BCD396XT and could not lock on to the control channel until about a mile before I reached the DT bridge.
