Louisville does Not have a KSP Post, You might want to look at what Post serves them.
Looks like it's KSP Post 04 .

LH2428 where are you located? Like RonnieUSA said Louisville doesn't have a KSP post and neither does Lexington. E-town post covers Louisville and the Frankfort post covers Lexington. If you're 30 miles away from Louisville you might be able to pickup Louisville Metro PD.

I live in Louisville around Dixie Hwy and 264. I can pickup Post 4, 5 and 12 from my house without any outside antennas with my pro-197. The only time a frequency is active in the Louisville area is for Thunder, Derby and the Fair.

Like BigDog-911 stated, the only time a frequency in Louisville is active is for large events.

Otherwise KSP operates very little in the Metro Louisville/Jefferson County area proper...

The Louisville MetroSafe trunked radio system has both encrypted and "in the clear" talkgroups. All of the EMS talkgroups are encrypted. Many of the police channels (tactical, narcotics and investigative things) are encrypted. The main police dispatch talkgroups are clear. Almost all fire and public services (like snowplows) talkgroups are clear.

KSP is not part of the MetroSafe system. There is the capability of patching the MetroSafe system to state police frequencies if the need arises be that due to events like Thunder Over Louisville or emergency incidents.

KSP does not assign units to Jefferson County for regular patrol, but as noted above, they assign units for special events (state fair, Thunder, etc.). KSP does have units venturing into Jefferson County from time to time and I'll see them making traffic stops occasionally. The KSP Commercial Vehicle Enforcement component is active in Jefferson County.

I'm not sure about your level of knowledge on the KSP radio system. Presuming you are a new listener, here's what I know. Each state police post has two channels (for lack of a better word). One channel is what they call the "B" channel. It is the main dispatch channel and most all radio traffic is conducted on the "B" channel.

The other channel is the "A" channel. Sometimes major incidents occur and KSP wants to restrict radio traffic (they call it a 10-3). Units assigned to the major incident remain on the B channel and the rest of the post's "business" is switched over to the "A" channel until they lift the 10-3.

The state police system is a wide area system and is fairly unique to Kentucky. Each post will have several transmitter sites (Post 4 has 7). Through the magic of electronics they are all active so that communications originating in one part of the post area are heard throughout the post area. For example a trooper in Grayson County making a transmission will be heard in Jefferson County.

(I believe the technical term for this is multicasting - several transmitters on different frequencies repeating the transmission. Radios in KSP units sense what is the strongest signal on lock onto that frequency.)

They also have some statewide channels. 453.300 in the digital mode is their TAC channel used for car to car transmission. In the analog mode it is a statewide mutual aid frequency.

While KSP's system is primarily a UHF system, there is a VHF repeater in Louisville. That is used when those special details occur giving troopers a means to communicate with each other using only their VHF portable radios (I believe they call that TAC-2).

One of the previous posts gave a list of all the KSP frequencies for Post 4 (both A and B channels). You should program all of the channels there. In all likelihood you should receive at least one of them. Here in Louisville I can receive the site located at the fairgrounds as well as the Shepherdsville site. When the weather is right, I can also receive the Meade County site.

This person has been asked several times in multiple post where they are at, with no response on where they live, we don't want your mailing address, but it helps to know what town, and or what county You live in for geographic help, if You don't want to provide it, You can't be helped.
I might get into trouble for this post, but a little info about your location can go a long in getting help.

Help us so we can help You.

Your gonna be pushing it on receiving Louisville/Jefferson County systems, You might get them with a yaga antenna for 800 Mhz

Your closer to 40 miles away, maybe more.

Good Luck with it.

I have Jefferson County programmed in on Pro 197, Can I just add buillitt and oldam to the SEL FREQ Multi Site? or do I have to program a New Talk Group for each

Your to far away to add Oldam County, but You might have good luck with Bullitt County.

Your trying to stretch your receive area to far, try just 1 county north, east, west, and south, and If You have an outdoor antenna you should be be good for 2 maybe 3 away.

Here's what you want to program in your scanner to receive Post 4:

460.13750 (This is the B channel, E-town transmitter)
453.48750 (This is the A channel, E-town transmitter)

Owing to whether you are on a hill or in a valley, receiving the Louisville 800 system is kind of iffy. An outdoor antenna may or may not help. (I'm a fire chief in Jefferson County and have traveled around quite a bit in my fire vehicle. E-town is where I start getting the "Out of Range" indicator on my mobile radio.)

The three sites (Oldham, Shelby and Bullitt counties) are "roaming" sites. Only when responders roam into these areas will they become active. Also, there will be limitations on which talkgroups will be allowed to affiliate with these sites. The last I heard the MetroSafe folks were still discussing which of these talkgroups would have affiliation privileges. Thus someone should not program the three remote sites with the expectations that they'll be hearing the entire MetroSafe system.

I don't know anything about programming Pro 197 scanners, so I can't be of much help there.

does Louisville PD go into Bullitt County? My scanner does a very good job picking up countys east west north south just trying to skip over bullitt and get into the fern creek area Since BG is rather flat south, i have no problem picking up around Edmonson County. Priority Search on really keeps my scanner on hometown but will stretch its receptions when it needs to. I honestly dont know how i picked up Lexington Post...

On receiving KSP post 12 units (their area includes Lexington), you are probably hearing their transmitter site located at Bernheim Forest.

I don't know much about aviation communications so I'd have to defer on how you are receiving the Louisville Airport that far away. Aviation communications are a whole different creature.

The Louisville MetroSafe system was designed to provide a communications footprint encompassing Jefferson County plus three miles outward. If where you live has a pretty good line of site to the Fern Creek area you mention, there's an off chance you might hear MetroSafe. (By good line of site I'm talking about no hills between you and Fern Creek). One of the MetroSafe sites is located at Fern Creek fire station two on Bardstown Road. It has a real tall tower, though the output power is licensed at 162 watts.

These days radio systems designed to cover metropolitan areas consist of several transmitter sites around the given area, all transmitting simultaneously on the same frequency. These sites are much lower in transmit power, but the multiple sites make up for the loss of transmit power.

Rural areas on the other hand do have one transmitter site with a little more power.

So that's why you may pick up some distant remote systems, but not other remote systems that may be closer.
