Kenwood TK 5710 feature error message

I am trying to program the above radio and when I check the P25 conventional box I receive the FEATURE ERR message. This is a version 1 radio with a firmware of 1.19 and a software of KPG-95DG 7.01. thanks.

I am now thinking that the p25 function was not enabled at the factory. Has anyone ever seen a radio come from Kenwood with p25 not enabled?

I took this radio in to get the problem checked out and they said Looks like ESN and P25 ID do not agree. What would be the cause? The radio was purchased used.
