Statewide agency receiver question

Excuse the novice question, but if live audio of an agency were put in service that spans many counties, for example NY State Police Thruway or NYSEG or Mercy Flight Western New York, would that agency still be categorized by county? And what county should they be catagorized under?
When you chose live audio, and then choose a state, I've not found a section for statewide agencies.

Yes we can put it as statewide, just make sure you pick that when you submit your application. We can also add it to as many counties as it covers. If it only covers alot of counties then i would recomend just putting it to all the counties it covers.
