Owner's Manual Not Jiving with Scanner Menus

I have a BCD996T. I am trying to edit some frequencies for Washington Parish. The owner's manual instructions are not jiving with the scanner menus. I can get as far as editing the TGIDs but not the frequencies.

Can I please have someone, preferable in my area but not required, to contact me via YIM and walk me through this complex issue?

I have tried using Uniden's UASD, but do not have a USB to Serial adapter to plug the scanner into my laptop which does not have a 9-pin port.

So, I need help!
