Default Inverted vs no inverted

I'm trying to sort out a system using several LTR decoders programs. Both report the system as "Inverted" and normal ?

As anyone seen something as whacky as this before, any hints sorting it out, what is inverted??????

Inverted System

System (area) 0 has LCN 1, 2, 10, 11, 12, 13, 14 and 20
System (area) 1 has LCN 1, 3, 8
LCN 1 and 8 appears to be common between areas or system 0 and 1

Normal System

System (area) 0 has LCN 1, 2, 6, 8,15
System (area) 1 has LCN 7, 16, 18

I usually have that problem with weak signals.

Sounds like another system bleeding into your current system.
