I'm not anywhere near an LTR expert, but so far I believe you are on the right track.
Keep in mind that just because those frequencies are listed on that license does not mean that they are actually in use. On business LTR systems it is quite common (from my experience) to see more frequencies licensed than are actually used. So don't be surprised if you don't hear a peep out of some frequencies.
As far as 461.575 not periodically keying, that in and of itself would not necessarily mean it isn't part of the trunked system. The periodic keying up is not a mandatory thing. Then again, if all of the other frequencies have periodic keying up, they are a part of the system.
It's also not uncommon for most traffic to be seen on a few of the frequencies even when there are many frequencies, especially if it's one entity using the system. Again, just my experience.
Good luck and have fun. I have a bunch of LTR systems that I can hear, but none of them close enough to interest me and none of them really strong enough or large enough for me to get any enjoyment out of monitoring them. but I do check on them from time to time.

463.700: 1-05-017, 1-05-140
464.250: 1-02-013
463.325: 1-06-015
The system is not too busy, and these talk groups have not shown up on any other frequency. I am I safe to assume the LCN so far would be:
LCN 02: 464.250
LCN 05: 463.700
LCN 06: 463.325
Am I on the right track?
