Default LTR Frequencies

I found a WEB site that gives the frequencies for my local PD as LCN01 154.XXX. I thought LTR trunking used 4XX.XXX? Can the 15X.XXX be correct? Also, I receive a couple of TGID's on the channel I monitor but not the ones I'm looking for. Could it be the system administrator has them turned off?

There are ample amounts of LTR TRS's in the VHF bands, and UHF bands including 471 MHz and 506 MHz, and also in the 850 MHz and 935 MHz bands around the country.
