I am traveling to Portland week of Memorial day. Will be staying dowtown. Wondering if the trucked
city freqs are all I need to monitor Pd and FD activity. Do I need to plug in the county SD as well? Any help greatly appreciated

The trunked system should get you most of what you may want to listen to. The county stuff may be worth throwing in there, you never know. Don't forget about the statewide common stuff.
