Default DOT guys on CONOPS frequency

I been hearing the same 2 guys chit-chatting on 155.1600 D114.
With the new radios in all the State Vehicles now, guess these guys have found they have it in their radios..

It's not CONOPS if their using a PL tone. The six CONOPS channels are all designated to be CSQ and would be programmed in state radios as such.

If you are up Oxford County way, it might be Stoneham Rescue but I have them using a PL of 218.1 (unverified). More likely National Ski Patrol as this is a nationwide allocation for them and is used at and around many ski areas. There are also various wilderness-type search & rescue teams who might use it, as it is unofficially (maybe officially) designated for that purpose. I have heard some group using it this way with a 192.8 PL.

It is one of the old "special emergency" channels that were assigned to a variety of agencies: EMS, schools, disaster teams, veterinarians, etc. etc. Not a great choice for a CONOPS channel or one to be used in CSQ mode! Be interesting to nail down who it was you heard.
