Philly area - upcoming restrictions
From the Scan-DC server - folks should keep an ear on the USCG marine channels (and maybe the USCG Land mobile freqs) to see if something comes up. The most recent listing of these freqs showed up in the May 2008 MT, page 54

Coast Guard establishes security zone for presidential railway tour
PHILADELPHIA- On Jan. 17, 2009, the Coast Guard will establish five temporary security zones for a scheduled railway transit by high-ranking government officials.
The security zones will be in effect 8 a.m. until 4 p.m. on Jan. 17, 2009, and include the following areas:
a.. Delaware River, shoreline to shoreline beginning at the Walt Whitman Bridge south to the Delaware Memorial Bridge.
b.. Schuylkill River, shoreline to shoreline beginning at the mouth and ending at the Fairmont Park Dam in Philadelphia.
c.. Christina River, shoreline to shoreline beginning at the mouth and ending at the public dock at Ship Yard Shops in Wilmington, Del.
d.. Brandywine Creek, shoreline to shoreline beginning at the mouth and ending 500 yards north of the train trestle located in approximate position 39 44'23"N, 75 32'13"W in Wilmington, Del. At certain times during this period, security zone enforcement may limit or prohibit navigation by commercial and recreational waterway users. Vessels already at berth, mooring or at anchor in the zone at the time the zone is implemented do not have to depart the area. All vessels underway within this zone at the time it is
implemented, are to depart the zone.

Of particular note;
"Amtrak officials said it was too early to say what kind of impact Obama's trip would have on other trains traveling on the Northeast Corridor. Crosbie said schedules may be adjusted that day and advised passengers to check Amtrak's Web site for any last-minute changes."
The Pennsylvania RR didn't make any changes for the JFK funeral train which resulted in tragedy as onlookers crowded the tracks in Elizabeth NJ. As another train rounded the curve it plowed through them killing 4 and injuring several others. The PRR immediately halted traffic as the train proceeded northward, too little too late however.
Just as a footnote I still have on my key ring a penny flattened by the lead GG-1 locomotive as it passed North Rahway Station, my favorite train spotting location which BTW no longer exists since Amtrak took over the Northeast Corridor.

One other thing, marine frequencies probably won't see much action, it'll be on Amtrak and every involved agency all the way to Washington. One focus will be on Baltimore where they pick up Biden, not to mention being a major rail hub there will be action on the other lines serving Amtrak.
If you want to follow ALL the action you need to follow the train in your specialized Whackermobile known as a porcupine. (;->)

We can't know for sure, of course, but I believe VP-elect Biden and his family is to be picked up in Delaware, where he travels home to quite frequently by train. This was mentioned in the press a couple of times, and on a recent 60 Minutes interview. The Baltimore stop is, no doubt, for Obama's speech at the War Memorial, which has also been written about in the press 73 Mike
