Question Scrambling on marine channels

I was listening to the marine channels and I came upon scrambling on one of the channels is that legal? Thanks for any info.

Default Scrambling on marine frequencies

Yes scrambling is legal on marine frequencies, most state of the art marine transceivers have that capability now.
