There used to be a Marine frequency that would direct ships where to anchor in the harbor as they waited for a berth to dock. They had an office south end of BAttery PArk and had clear view of harbor. Any ideas?

You are thinking of the Vessel Traffic System (VTS). They use Ch. 11 (Initial Calling & Sailing Plans), 12 (Raritan Bay & East River) and 14 (Upper & Lower NY Harbor).
