Lots of rumors still floating around, but the answer is no, not competely. Some talkgroups are digital in the 32000 range, but others are still analog. Last I heard, the county is still looking to put up a few more towers before they can pull the switch to total digital.

Only known digital channels right now are to
enable encryption (police narcotics, etc.).
You can't hear what they say anyway so
a digital scanner won't help.
Some digital I-Calls (police supervisiors, etc.).
It's not encrypted but it also isn't that often.
The rest is all still analog (no digital card/scanner needed - yet).
