three things are coming to mind in reference to your problem.
1. Ocean City's trunked system has alawys been a little weak. So depending on your location reception may be bueno or malo.
2. Were the frequencies put in the right order (LCN)?
3. Did you set the frequencies & scanner to EDACS mode and leave the first channel in the bank blank?
I use WIN-96 all the time and i've never had any problems with it, in fact its been something of a godsend for editing text labels.
