Get this file and see all the interoperability frequencies: http://www.dhhs.state.nc.us/dhsr/EMS/pdf/NIFOG.pdf

Usually 911 centers intercommunicate via land line or some sort of radio communications.

Each dispatch center within the MESIN footprint has up to four 600 ohm 4-wire audio feeds between their console / switch interface and the MESIN hardware interface. This allows up to 4 console modules labeled MESIN1,2,3 & 4 to be selected and make and receive calls to other MESIN dispatch centers. They can also be console patched to other local talk groups or radio channels to extend the MESIN conversation out via RF to radio users. Other than the NPSPAC conventional repeaters, MESIN has no RF channels. It is built as a large intercom system using the Harris "MA-COM" Network1st equipment connected via the statewide microwave system. It is also the same hardware as Open Sky without the RF equipment. Many dispatch centers have one of the MESIN modules patched to a NPSPAC 8CALL or 8TAC Repeater(s). This will allow you to scan and listen to a MESIN conversation.
