Using Google suggests they are part of Public Works Department.

Have you tried looking in the wiki here? Check those frequencies out. There is no direct information relating to Watershed Police, but it's good to take a look here: Baltimore City, Maryland (MD) Scanner Frequencies and Radio Frequency Reference
There are a couple Public Works frequencies to try out.

Folks I do not believe they are on they are on the City 800 System as I have heard/found nothing during a search for a missing 11yo recently near the Watershed. Today after doing a google search I found a few VHF frequencies which appear to be licensed to Baltimore City Dept of Public Works for the use of the Watershed Rangers as they are now called, I have placed those frequencies in my scanner and will give a listen over the next few days to see if they are active as they have not been so far and I will report back to you.

Thanks Nathan

They're on VHF-hi band, not the TRS.

Just a follow-up sorry to bother you all, I have some more news for those that may be interested. The Watershed Rangers operate on Baltimore County's 800mhz system, they identify themselves as Watershed XXXX on Police talkgroups of 103 (Franklin) & 107 (Cockeysville) for running tags, wanted checks and the obvious assistance for back-up since all of the Watershed property is in Baltimore County. They are licensed for 156.1425, however they have not been heard communicating on that frequency, I would also believe that if they have 800mhz portables for the County they should have the same for the City since that is who employs them, but no progress has been made on that system as of this time.
