What do these numbers mean?

What do the numbers mean when officers attempt to describe an individual over the air ("Number 1 Male")? I think it has to do with identifying skin color however I can not figure out what each number signifies. Anyone have any ideas?

(On an unrelated note, last night I was listening to AM radio and picked up a station from New York :D I <3 skip!)

Codes, etc. really vary a lot. Maybe he was just clearing (NCIC) the number one (first) male. One of the fun things with this hobby is "decoding".

#1 = African American
#2 = Caucasian
#3 = I believe is hispanic. It may be asian. I cant remember. To early in the morning.

I only use #1 or #2. The others I will state what race.

They're the MVA codes used to fill out citations and have since been used to code race for most police in Maryland.
