TGID 28528 in Charles County?
Here's an odd one. Driving to work one night, my scanner (BCD396XT), while listening to Charles County's control channel, jumped over to an unknown TGID that's way off the charts of the currently-known TGIDs: 28528. There were several transmissions I heard, definitely analog, which is weird because most of the analog TGIDs have low-numbered identifiers. Low volume, though, so I didn't make out what was said, but two people were definitely talking for about 10-15 seconds about something. And it's cleanly divisible by 16, so it fits in with Smartzone II TGID numbering (it's 602 channels away from MdTA's "unknown" 18896 TGID).
Anyone ever encountered this before? I did not pick up any radio IDs while the transmissions were ongoing, so I don't know if it was a misidentified I-Call (which Chas doesn't seem to use, though), a rouge radio patch, or some kind of radio testing. Maybe DNR's radio system is getting patched in? They finally got MdTA up on the system, so I wouldn't rule that out.
