Default 396T going in and out scanning 166.95

I'm an amateur scanner so I am guessing a common correction is likely. I am unable to listen to two sides of a conversation with field and dispatch. Both cut out after a few seconds and come back in. I set up as convential, time out is 2 seconds and delay is 2 seconds. P25 and LSK? also flash while they speak. Close call seems to be on. My other scanning groups are working well, even other manually programmed ones.

Thoughts, ideas and suggestions very appreciated, thanks!

With close call on and set to priority, it will stop the conversation every 2 seconds and check for a close call signal. Try turning off close call, or set it to Do Not Disturb (DND). If you have a priority channel set or weather priority set it will do the same thing.
