I heard Motorola is building an Astro 6.0 statewide system for the Il State Police. Don't have much more than that.

The new ISP Starcom 21, TRS will be pretty much identical to the statewide TRSs currently in use by Indiana and Michigan. The system will use high speed microwave links that will allow radio transmissions to travel from one end of the state to the other.


Monetary funds for the Starcom 21 project are from the Illinois Technology Office. This fund promises to provide wide area expansion of the Illinois State Police Wireless Information Network, providing wireless access to photographic images and fingerprints, providing more rapid access to state and county databases for people with outstanding warrants. The system will include automated voice and MDT dispatching.

I notice you are in SE MI, do you know how the TRS is working in MI? The two url's you gave are pretty old. Must not be much happening with it if no other info has been published. Thanks.

:) Well any more information on the Star Com Project 21? Didnt hear about it, the only system that Im aware of is the district chicago edacs system that is ran by the IL State Police the other areas are on conventional stuff, expect for springfield which is the state capitol as we know so it fits it.

The Michigan State Police TRS has been working just fine after it's upgrade to ASTRO 6.0, a few months ago. However, there was a recent microwave problem that knocked out the consoles at the Detroit dispatch center for a few hours. Other than that, no real complaints about system performance.

StarCom 21

StarCom 21 is a joint venture of Motorola and the State of Illinois. They will be building an Astro 9600 baud system on 68 or more sites thruout Illinois to be used by all State agencies and any county or local agencies that wish to join. Current BC250 and BC785 radios will be able to hear but not track the system, the upcoming PRO96 will be able to track and hear it.

Tower sites will mostly be existing State locales, such as prisons, ISP posts and towers, and IDOT yards. Some commercial or leased sites will also be used.

Motorola will build and maintain the system. Agencies may buy or lease subscriber units (portable or mobiles) and lease access to the system. Last I heard the fee will be about $55 or so per month per radio. Deals may be made for agencies with things to barter, such as available frequencies or prime tower locations.

McLean County is seriously looking at this system to help solve it's radio problems. If this works well for them look for other counties, especially ones like LaSalle, Bureau and Livingston to look at it.

Also, the current ISP EDACS system used in Cook and DuPage Counties will likely be converted to Astro as part of the StarCom system.

The latest info I have is that they hoped to get some sites on line in 2003 but it looks like late 2004 is a better bet. Plans are to take the current ISP EDACS system used in Cook and DuPage Counties and switch it over, and then start working out from there.

With the money issues the State of Illinois is having now I would be suprised if they go on line soon. Even though Motorola is installing the infrastructure the State needs to purchase the radios and pay for airtime just like local users.

I should have more info available in late October.

Anyone have new information on how this system is going to be rolled out?

Any timeline?

Also, is it going to be the new CPQSK format modulation?

From what i've been reading, it will be implemented in the southern part of the state by this year. It's supposed to be rolled out in District-Chicago and District 15 in 2005. They are supposed to be using all the 800 Mhz. frequencies that District-Chicago and District 15 have for the entire state. I've seen two scenarios as to what format it will be using, but my money would be on 9.6 Digital....796D or 296D or whatever else comes out after it.

The format will be Astro 6.0, 9600 baud control channel, using the same technolgy as the Michigan system, with 68 sites so far determined and more planned.

Current Pro96/296/796 scanners will be able to track the system as far as we know for now.


The latest time estimates for operations is sometime in 2004 to be active in the Springfield and ESL areas, perhaps making it to B-N as well, with the Chicago area getting on-line in 2005

Bump.

What's the latest? Is Chicago online yet? I see the downstate sites are popping up in the database, but when might they become active?

From what I understand, Chicago will be one of the last places to get the StarCom system completely up and running. The big concern up there is the large number of subscribers potentially using it vs. down here in McLean county where we have like... 10.

I see. I guess the next time the Pro-96 or 2096 goes on sale, it might be time to take the plunge. I am in Champaign County, by the way. I hear your guys' State Police VHF fairly regularly during band openings.

Is it for sure going to use APCO-25 100 percent? When I first heard about it, they were saying it would be some digital, some analog.

It will be 100% all digital, all the time, never analog. While the Indiana uses a 3600 baud data signal and a mix of analog and digital radios, the Illinois system will use 9600 baud data and all digital modulation.

The Illinois system will be very similar to the Michigan system, and in fact there are supposed to be links between IN, MI, OH and IL systems for interoperability.

The last I heard they had some of the infrastructure staged in several locations, and that there should be some testing this year in several locations.

St. Clair County (Metro East area near St.Louis) is building it's own compatible system that will be linked to StarCom.

There has been rumors that the name StarCom21 was chosen since it may take 21 years for the system to be completed....
