What is this sound?

I'm in La Salle, Ontario and I'm picking up this sound on 452.35MHz and 473.75MHz. I'm close enough to Michigan it could be coming from there, but this signal is very strong.

On some nights it bleeds over on 469.5375MHz and pulverizes the reception of county wide fire dispatch.

Any ideas?

142.3625 NAC 2D1

142.875 pl 136.5, is the Lasalle police.
