The Michigan Public Safety Communications System (MPSCS), the statewide 800 MHz trunked radio
system, is the state’s backbone system. It is largely dependent on a fixed infrastructure that is vulnerable to
terrorist attacks and natural disasters. Capacity issues during a large-scale response are also a concern, as the
system could experience service interruptions.

As a solution, Michigan will purchase a SOW, three networked portable dispatch IP consoles and a mobile
voice and data satellite communications extension. This equipment allows connectivity for MPSCS users,
800MHz/700MHz radios and other disparate systems including VHF/UHF legacy systems. The satellite also
provides for data interoperability with state and local systems. This investment will provide for additional
capacity and the capability to reconstitute communications with the MPSCS and disparate systems during an
emergency, providing responders with vital, uninterrupted communications interoperability. The investment
benefits all incident commanders and first responders, at both the state and local level, who are providing
support to an emergency response. The capabilities provided through this investment will be utilized and
evaluated through use in regional exercises and scheduled special events throughout the state.
