Are Jackson olice and Jackson County Sheriff digital?

I can't finfd them on my analog scanner.

Nope they are not. They are on 155.595

I think the Jackson City Police department reduced their signal strength by at least 50%.I used to be able to pick them up on handheld Rs scanner in Stockbridge.For over a year now,I haven't been able to hear them unless i'm right in Jackson,or within 5 miles of.
