I just snagged the archive from Allegan County Police, Fire, and EMS Live Scanner Audio Feed and hear a lot of MSP (even talking about assisting county on a search warrant) & FD but not hearing county PD.

If the simulcast goes down would the county be aware of it at all, are they obligated in any way to ensure that this is working, curious to know.

If it was "down" I think they would know it because the users relying on it would no longer hear it. My guess is that it went encrypted, but only a local scanner listener would know.

It appears some of the talk groups are still linked such as 3358 and 3359. The main talk group of 3211 and 3357 have had traffic a couple of times in the last few days so it appears they still exist just not linked currently.

From the traffic I have heard sounds like the state units have been given county portable radios to use.

Not sure if this is a permanent change, I have heard a bunch of different radio techs over the past week testing at various times.
