I don't have the scanner yet, I want to know what is the best one to get for cheap as possible and I want to program SERESA on it. Do you have any idea how to program them or a link to a page with all their codes.

Here is the Michigan State system witch seems to be the one Macomb Co. is using Michigan Public Safety Communications System (MPSCS) Trunking System, Statewide, Multi-State - Scanner Frequencies go down to your county SERESA and there are 1 SERESA Fire Talkgroup and 4 SERESA Law Talkgroups one encryted but there is also many others in Macomb county that you can monitor also There is also other Analog Convent. Freqs that could be in use at times and here that is Macomb County, Michigan (MI) Scanner Frequencies and Radio Frequency Reference) Hope this will help LOVE AND BLESSINGS
