Question Detroit update

Can someone give me a current update on the Detroit system? I've tried to read past posts about this before posting my question.

I have a friend in the media there, who knows nothing about scanning, and I'm trying to help him out. He's mainly concerned with the Detroit area.

Are there still issues with reception with a 396 and pro-96?

Are they simulcasting on another system?

Also, what about talk-a-round features? He gets to a scene, and would like to monitor talk-a-round by police/fire. Are they simply using a TAC talkgroup, or are they using a simplex feature for this?

As far as I know and have read, nothing is changed for us in the scanner world. We are still not able to recieve Detroit very well. Once in a great while for me at least. It is mostly choppy or very digital at best. I can hear Detroit EMS better than I can hear Fire.
