TG2603 heard today, loud & clear

I heard TG2603 today, loud and clear.

State D.O.T. (MDOT) - Statewide Talkgroup / Detroit Garage

Would this be due to them talking to one of their units that was out by my area (25 Mile & Romeo Plank)?

Yes, that's how a statewide system works.

Ok...now if that mobile unit was within Detroit, and not out by me, yet still on the D.O.T. "statewide" talk group, would I still be able to hear it out where I'm at? In other words, is it particular talk groups that are contained within the Detroit's city limits?

You will hear ANY talkgroup from a tower when a radio is affiliated with that tower. If there is no radio affiliated with that tower, you won't hear it. So if a radio can access TG2603, and is utilized the same tower you are, you will hear it. Otherwise you will not.

Most of the Detroit TAC-type talkgroups are help inside the city limits.
