Default Ingham County EDACS

My understanding is the EDAC system will go narrowband when up and running. The Uniden 396D & 296D are capable of recieving EDACS narrow and the RS pro 96 is not. Please correct me if I'm wrong. Also, what is the advantage of the 396 over the 296 and the going price of each?
